Sexual Exploitation of Children / Young People

Children and young people who are sexually exploited are the victims of child sexual abuse, and their needs require careful assessment. They are likely to be in need of welfare services and – in many cases – protection under the Children Act 1989. This group may include children who have been sexually abused through the misuse of technology, coerced into sexual activity by criminal gangs or the victims of trafficking.

CHILD SEXUAL EXPLOITATION MEETINGS.
Indicators of Category of Risk.

1. At Risk of CSE

• Involved in a ‘relationship’ with older males/females which may or may not be of a sexual nature.
• Becoming socially isolated from peers/friends, disengages from peer and social activities.
• Failing to return home, increased MFH incidents.
• Disengaging from School.
• Engaging in Substance/alcohol use.
• Increase in criminal activity.
• Low self esteem/self harm.
• Concerns surrounding mental health.

2. Swapping Sex.

In addition to the above, and including:-
• Concerns that the YP is engaging in sexual activity for personal gain, money, clothes, drugs, jewellery, emotional/physical warmth.
• Possession of monies that can not be accounted for.
• Possession of large numbers of condoms.
• Different visitors contacting the YP/ visiting the home and taking the YP away from the home.

3. Selling Sex.

In addition to the above, and including:-
• Concerns that the YP is involved in Commercial Sexual exploitation.
• Concerns that the YP is becoming involved in street prostitution.
• Concerns that the YP is working in Sauna/massage parlours.
• Concerns that the YP is being Trafficked to addresses for sexual activity to take place.

Considerations:-
Are there other YP involved in CSE?
Who are the adults involved- Are they known to CYPS/Police?
How long has CSE been going on?

Multi-Agency Sexual Exploitation (MASE)

The Multi-Agency Sexual Exploitation meeting (MASE) is part of a coordinated community response to young people being sexually exploited or at risk of sexual exploitation , incorporating representatives from statutory, community and voluntary agencies working with victims. The MASE aims to:

• Share information to increase the safety, health and welbeing of victims

• Determine whether the alleged perpetrator poses a significant risk to any particular individual or to the general community and monitor ongoing investigations

• Construct jointly and implement a risk management plan that provides professional support to all those at risk and that reduces the risk of harm;

• Reduce repeat victimization;
